The numbers, worked

Stripe takes 2.9% of the payment plus $0.30. On a $1,000.00 invoice that is $29.00 + $0.30 = $29.30, so you receive $970.70.

To receive the full $1,000.00, the fee has to come out of a larger invoice: ($1,000.00 + $0.30) ÷ (1 − 0.029) = $1,030.18. Stripe's fee on $1,030.18 is $30.18, which leaves exactly $1,000.00.

A card your client pays from outside the US adds 1.5%, so the same $1,000.00 needs an invoice of $1,046.34 (fee $46.34).

Does Stripe charge more for some cards?

Yes. Stripe's pricing page lists 0.5% more for a card typed in by hand and 1.5% more for an international card, plus 1% more if the payment needs a currency conversion. Pick the rate above to see each.

Why not just add 2.9% to the invoice?

Stripe takes 2.9% of the larger invoice, not of your original amount, and the $0.30 is on top, so adding 2.9% leaves you a little short. Dividing by 0.971 after adding $0.30 lands exactly.

Does sending the invoice through Stripe Invoicing cost more?

Stripe Invoicing adds 0.4% per paid invoice on its Starter plan. The Stripe invoice fee page works that out with the card fee.
