The numbers, worked
Stripe's US card rate is 2.9% + $0.30. Its pricing page adds 1.5% for an international card, which makes 4.4% + $0.30, and 1% more if the currency has to be converted, which makes 5.4% + $0.30.
For $3,000.00: ($3,000.00 + $0.30) ÷ (1 − 0.044) = $3,138.39, a fee of $138.39. With conversion, ÷ (1 − 0.054) gives $3,171.57, a fee of $171.57.
The same $3,000.00 from a US card needs $3,089.91, so a client abroad costs you $48.48 more without a conversion.

Which cards are international?
Stripe applies it when the card was issued in a different country from your Stripe account's. Your Stripe dashboard shows the fee on each payment.
When does the 1% conversion fee apply?
Stripe's page lists it when the payment needs a currency conversion, for example a client paying in euros into a US dollar account.
