The numbers, worked

PayPal charges an invoice by how the client pays it: 2.99% + $0.49 for a credit or debit card, 3.49% + $0.49 for PayPal Checkout or Venmo, and 1% capped at $10 for Pay by Bank.

By card: ($1,500.00 + $0.49) ÷ (1 − 0.0299) = $1,546.74, a fee of $46.74. With PayPal or Venmo: ($1,500.00 + $0.49) ÷ (1 − 0.0349) = $1,554.76, a fee of $54.76.

Paid by bank, the fee on $1,500.00 is 1%, so you invoice $1,510.00. Above $1,000 the $10 cap applies and the fee stays $10.

Is the $0.49 always added?

For US dollar payments by card, PayPal or Venmo, yes: PayPal lists a fixed fee of $0.49. Pay by Bank has no fixed fee.

Is a PayPal invoice the same as a goods and services payment?

No. A payment sent as goods and services without an invoice is 2.99% with no fixed fee. The goods and services page works that one out.
